UK Local Authorities Plan to Dispose of Social Clubs and Leisure Facilities to Balance Books

According to a recent survey of local authorities, UK councils are planning to sell community centers, sports centres, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in England stated that 60% of councils are intending to dispose of properties to cover the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for selling public land and open spaces to shore up their budgets, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

This coalition noted that a significant number of authorities attempting to generate funds from a quick sale of assets represented “a distinct shift from 2024, when the largest share (60%) of municipal officials said they would prioritise restructuring services and utilising savings to weather increasing financial challenges.”

Specific Cases of Planned Disposals

One local authority in Kent said its asset disposal plan featured the sale of a retail complex in a local town and a social club in Rochester to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in two English counties, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Local Levy Increases and Wider Financial Pressures

This research of local authorities in the coalition, which includes several urban centers, further found that over seven in ten of authorities will have to increase council taxes next spring to cover the rising cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council said it will proceed with property disposals after steep rises in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking creative strategies but some of these require time to achieve both better provisions and cost efficiency,” said Vince Maple.

He continued: “We face demographic pressures which will persist to increase the pressures we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Forecasts

Research of county councils recently further found local finances being stretched by the growing number of young people and adults requiring special educational assistance.

A network of councils said that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Government officials have delayed scheduled changes to the special educational needs framework until next year after a white paper outlining those changes was recently delayed.

Disadvantage and Funding Gaps

Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, several key cities members were among the most deprived in England.

  • “Participating urban centers like several major towns place in the top 30 nationally under the latest deprivation indices,” noted the study.

“Although only one key city is in the top 10 for disadvantaged communities nationally, urban areas are far more likely to be in the worst-off 20% of England. The figures underscores the extent of difficulties confronting local leaders across major urban centers in the coming year,” the report added.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that accounts for and responds to the actual extent of deprivation and demand,” said Michael Mordey.

“Lacking this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their communities.”

A fifth of councils have reduced or weakened care services in the last year, the study found.
